le nouvel aéroport de Bangkok, comme celui de Tokyo Narita il y a quelques années, déclenche quelques réactions de rejet ; en anglais on nomme cela le NIMBY (not in my backyard : ou vous voulez mais pas dans mon jardin ) et son expression promet d'être amusante : ils prévoient de lacher dans l'axe des pistes des milliers de petits ballons de couleur !

A fairly substantial group (32 communities) are planning a day of disruption at Suvarnabhumi this coming Friday, 7th Sept. The threat is to release a large number of balloons in the flight path. The beef concerns unaddressed grievances over noise pollution.

Balloon launch 'would be act of terrorism'



The Department of Aviation has threatened to invoke the security law against people who attempt to disturb air traffic at Suvarnabhumi airport.


Prasong Thianthanu, the department's deputy director-general, said while a proposed balloon launch would not be against the air traffic law, it imposes security concerns which would make it an act of terrorism and thus illegal under the security law.


The threat is a fresh bid to deter residents living near the airport from launching balloons into the sky in protest against Airport of Thailand (AoT)'s failure to tackle noise problems. He said the department will ask its legal division to consider amending the air traffic law to cover this kind of air traffic disturbance.


Meanwhile, Deputy Transport Minister Sansern Wongcha-um yesterday met with concerned authorities to discuss noise pollution mitigation schemes.


Chaisawat Kittipornpaiboon, permanent secretary for transport and chairman of a committee on compensation, said the Pollution Control Department will be asked to measure the level of noise if the complainants live outside the official noise hazard zone.


The panel will submit to the AoT board proposals that AoT buy the houses of those affected by noise of 70 decibels or more. The cabinet has resolved that AoT will only buy houses suffering from noise levels of over 75 decibels.


Suvarnabhumi airport director Serirat Prasutanont said AoT is willing to buy the houses of those who are affected by noise of 60 to 70 decibels but price negotiations are needed.


Around 20 residents representing 32 communities affected by noise yesterday submitted a petition to the AoT chief.


Prasert Boonkaeo, spokesman for the group, said the petition was the "final warning" to AoT. If it failed to come up with a clear response and a proper timeframe on how to solve the problems, the villagers would hold a massive rally at the airport this Sunday, he said.


Some might also go ahead with a plan to launch balloons to disrupt air traffic this Friday, said Mr Prasert.
